Potted Battery Sensing ECU

So I had to replace the Battery Sensing ECU on a RAV4EV and decided to take a look in the broken one. After couple of screws the smooth surface of a potted board was reveled.
I was able to get a bit off it with a screwdriver so I don't think it is epoxy. It looks more like polyurethane type of potting... but I am not sure. Any ideas how to remove it with minimal risk for damage to the pcb under it? Or ideas on how to test and find out the type of potting compound?
I have removed similar before, but it is risky - it takes an effort and I am afraid that I will pull or rip component off the pcb.
